In accordance with subparagraph 21) of Article 10 of the Law of the Republic of Kazakhstan "On protection and use of objects of historical and cultural heritage", I HEREBY ORDER:

Footnote. The preamble is amended by the Order of the Minister of Culture and Information of the Republic of Kazakhstan dated 24.04.2025 № 189-NK (effective ten calendar days after the date of its first official publication).

1. To approve the attached Rules for establishment of memorial plaques.

2. To recognize as invalid the order and structural elements of some orders of the Ministry of Culture and Sports of the Republic of Kazakhstan according to the Annex to this order.

3. In accordance with the procedure established by the legislation, the Department for Culture and Art of the Ministry of Culture and Sports of the Republic of Kazakhstan shall:

1) ensure the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan;

2) within two working days after the implementation of this order, place on the Internet resource of the Ministry of Culture and Sports of the Republic of Kazakhstan;

3) within two working days after the execution of measures stipulated by this paragraph, submit information on the implementation of measures to the Department of Legal Service of the Ministry of Culture and Sports of the Republic of Kazakhstan.

4. Control over the execution of this order shall be entrusted to the supervising Vice-Minister of Culture and Sports of the Republic of Kazakhstan.

5. This order shall enter into force upon expiry of ten calendar days after the date of its first official publication.

Rules for the establishment of memorial plaques
Chapter 1. General provisions

1. These Rules for installation of memorial plaques have been developed in accordance with subparagraph 21) of Article 10 of the Law of the Republic of Kazakhstan "On protection and use of objects of historical and cultural heritage" and determine the procedure for the installation of memorial plaques.

2. Memorial plaque - a stone of marble, granite, metal or other materials, containing information about an outstanding person or significant event, installed on the facades of buildings and structures.

Chapter 2. Procedure for the establishment of memorial plaques

3. Memorial plaques shall be installed on the basis of permissions issued by local executive bodies of regions, cities of republican significance, and the capital.

4. Memorial plaques shall be installed on the facades of buildings and structures where he lived, worked or was an outstanding person, a significant event took place.

5. Memorial plaques are installed upon confirmation of the fact of residence, work, location of an outstanding person and a significant event that took place in a building or structure for more than 10 years.

Memorial plaques are installed no earlier than 5 years after the death of an outstanding person, except in cases of heroism and bravery, making a special significant contribution to strengthening the independence of the state and (or) committing a significant historical event.

The installation of memorial plaques is timed to coincide with anniversaries and memorable dates of outstanding personalities, significant historical events, as defined by the Decree of the Government of the Republic of Kazakhstan dated September 28, 1999 № 1465 "On the celebration of anniversaries and memorable dates."

No more than one memorial plaque is installed in one locality for one outstanding person or significant event.

6. Memorial plaques shall be made in sizes not exceeding 50 x 80 centimeters, and shall be installed at a height of at least two meters.

7. The text of the memorial plaque shall contain information about an outstanding person (surname, first name, patronymic (if any), period of life, sphere of activity, merits) and (or) information about a significant event (date, place, description), as well as, if necessary, portrait images of an outstanding person or images of a significant event and decorative elements.

1. Order of the Minister of Culture and Sports of the Republic of Kazakhstan dated November 16, 2015 № 356 "On approval of criteria and Rules for the establishment of memorial plaques" (registered in the Register of State Registration of Regulatory Legal Acts № 12405, published on December 22, 2015 in the information and legal system "Adіlet").

2. Paragraph 8 of the List of some orders in the field of culture that shall be introduced by amendments, approved by the order of the Acting Minister of Culture and Sports of the Republic of Kazakhstan dated September 13, 2018 № 256 "On introduction of amendments of some orders in the field of culture" (registered in the Register of State Registration of Regulatory Legal Acts № 17507, published on October 12, 2018 in the Reference Control Bank of Regulatory Legal Acts of the Republic of Kazakhstan).

3 Paragraph 3 of the List of some in the field of culture, that shall be introduced by amendments and additions, approved by the order of the Minister of Culture and Sports of the Republic of Kazakhstan dated May 17, 2019 № 138 "On introduction of amendments and additions of some orders in the field of culture" (registered in the Register of State Registration of Regulatory Legal Acts № 18690, published on May 22, 2019 in the Reference Control Bank of Regulatory Legal Acts of the Republic of Kazakhstan).

2. Осы бұйрыққа қосымшаға сәйкес Қазақстан Республикасы Мәдениет және спорт министрлігінің бұйрығының және кейбір бұйрықтарының құрылымдық элементтерінің күші жойылды деп танылсын.

3. Қазақстан Республикасы Мәдениет және спорт министрлігінің Мәдениет және өнер істері департаменті заңнамада белгіленген тәртіппен:

1) осы бұйрықтың Қазақстан Республикасының Әдiлет министрлiгiнде мемлекеттiк тiркелуін;

2) осы бұйрық қолданысқа енгізілгеннен кейін күнтізбелік екі күн ішінде Қазақстан Республикасы Мәдениет және спорт министрлігінің интернет-ресурсында орналастыруды;

3) осы тармақпен көзделген іс-шара орындалғаннан кейін екі жұмыс күні ішінде Қазақстан Республикасы Мәдениет және спорт министрлігінің Заң қызметі департаментіне іс-шараның орындалуы туралы мәлімет ұсынуды қамтамасыз етсін.

4. Осы бұйрықтың орындалуын бақылау жетекшілік ететін Қазақстан Республикасының Мәдениет және спорт вице-министріне жүктелсін.

5. Осы бұйрық алғашқы ресми жарияланған күнінен кейін күнтізбелік он күн өткен соң қолданысқа енгізіледі.

1-тарау. Жалпы ережелер

1. Осы Мемориалдық тақталар орнату қағидалары (бұдан әрі – Қағидалар) "Тарихи-мәдени мұра объектілерін қорғау және пайдалану туралы" Қазақстан Республикасы Заңының 10-бабының 21) тармақшасына сәйкес әзірленді және мемориалдық тақталар орнату тәртібін айқындайды.

2. Мемориалдық тақта - аса көрнекті тұлға немесе айшықты оқиға туралы ақпарат қамтылатын, ғимараттар мен құрылысжайлардың қасбеттеріне орнатылатын, мәрмәрдан, граниттен, металдан немесе басқа да материалдардан жасалатын тақтайша.

2-Тарау. Мемориалдық тақталар орнату тәртібі

3. "Мемориалдық тақталарды орнатуға рұқсат беру" мемлекеттік қызмет көрсету қағидаларына сәйкес облыстардың, республикалық маңызы бар қалалардың, астананың жергілікті атқарушы органдары беретін рұқсаттар негізінде орнатылады.

4. Мемориалдық тақталар аса көрнекті тұлға өмір сүрген, қызмет жасаған немесе болған, айрықша оқиға болған ғимараттар мен құрылыстардың қасбеттерінде орнатылады.

5. Мемориалдық тақталар аса көрнекті тұлғаның 10 жылдан астам ғимаратта немесе құрылыста тұру, жұмыс істеу, болу және онда болған айрықша оқиға фактісі расталған кезде орнатылады.

Мемориалдық тақталар қаһармандық пен ерлік танытқан, мемлекет тәуелсіздігін нығайтуға айтарлықтай ерен үлес қосқан жағдайларды қоспағанда, аса көрнекті тұлғалар қайтыс болған және (немесе) маңызды тарихи оқиғалар орын алған күннен бастап 5 жыл өткен соң орнатылады.

Мемориалдық тақталарды орнату "Мерейтойлар мен атаулы күндерді мерекелеу туралы" Қазақстан Республикасы Үкіметінің 1999 жылғы 28 қыркүйектегі № 1465 қаулысымен айқындалған көрнекті тұлғалардың мерейтойлық және атаулы күндеріне, маңызды тарихи оқиғаларға орайластырылады.

Бір елді мекенде бір аса көрнекті тұлғаға немесе айрықша оқиғаға бір мемориалдық тақта ғана орнатылады.

6. Мемориалдық тақталар екі метрден төмен емес биіктікте орнатылады және 50 х 80 сантиметрден аспайтын көлемде жасалады.

7. Мемориалдық тақтаның мәтіні аса көрнекті тұлға туралы (тегі, аты, әкесінің аты (болған жағдайда) өмір сүру кезеңі, қызмет саласы, сіңірген еңбегі) мәліметтерді және айрықша оқиға туралы (күні, орны, сипаттама) мәліметтерді, сонымен қатар қажеттілік болған жағдайда тұлғаның портреттік бейнесін және декоративтік элементтерді құрайды.
