In accordance with subparagraph 3) of Article 5-1 of the Law of the Republic of Kazakhstan “On Education”, I HEREBY ORDER:
Footnote. Preamble as amended by the Order of the Minister of Internal Affairs of the Republic of Kazakhstan dated 01.04.2025 № 239.1. To approve the attached Rules of activity of military, special educational institutions of the Ministry of Internal Affairs of the Republic of Kazakhstan.
2. The Human Resources department of the Ministry of Internal Affairs of the Republic of Kazakhstan (A.U. Abdigaliyev) shall:
1) provide the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days after the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan, direct it for official publication in periodicals and the information and legal system Adіlet;
3) within ten calendar days after the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan, direct it to the Republican State Enterprise with the Right of Economic Management "Republican Legal Information Center of the Ministry of Justice of the Republic of Kazakhstan" for placement in the Reference Control Bank of Regulatory Legal Acts of the Republic of Kazakhstan;
4) place this order on the Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan;
5) within ten working days after the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan, report to the Legal Department of the Ministry of Internal Affairs of the Republic of Kazakhstan on execution of the actions provided for in subparagraphs 1), 2), 3) and 4) of this paragraph.
3. Invalidate order № 331 of the Minister of Internal Affairs of the Republic of Kazakhstan “On approval of the Rules of activity of educational organizations of the internal affairs bodies of the Republic of Kazakhstan dated June 9, 2014 (registered in the Register of State Registration of Regulatory Legal Acts under № 9594, published in the newspaper Yuridicheskaya Gazeta) of September 3, 2014 № 130 (2698) and September 4, 2014 № 132 (2700)).
4. Control over the execution of this order shall be assigned to the First Deputy Minister of Internal Affairs of the Republic of Kazakhstan, Police Lieutenant General, M.G. Demeuov
5. This order shall take effect upon expiry of ten calendar days after the date of its first official publication.

The Rules for the activities of military and special educational institutions of the Ministry of Internal Affairs of the Republic of Kazakhstan

Chapter 1. General Provisions
1. These Rules for the activities of military and special educational institutions of the Ministry of Internal Affairs of the Republic of Kazakhstan (hereinafter referred to as the Rules) have been developed in accordance with the Law of the Republic of Kazakhstan “On Education” (hereinafter referred to as the Law “On Education”).
2. The Rules shall determine the procedure for the activities of military, special educational institutions of the Ministry of Internal Affairs of the Republic of Kazakhstan (hereinafter referred to as educational institutions of the Ministry of Internal Affairs), which includes the organization of: management of activities; educational activities; educational work; research, editorial and publishing and international activities of educational institutions of the Ministry of Internal Affairs.
3. The following concepts shall be used in the Rules:
1) military universities – educational institutions of the Ministry of Internal Affairs that implement educational programs of higher, postgraduate and additional education for the National Guard of the Ministry of Internal Affairs (hereinafter referred to as the Ministry of Internal Affairs) of the Republic of Kazakhstan;
2) students – cadets, master’s students, doctoral students, students (including foreigners) of advanced training and retraining courses, as well as persons entering service in the internal affairs bodies of the Republic of Kazakhstan (hereinafter referred to as the IAB) for the first time, undergoing initial professional training;
3) universities – educational institutions of the Ministry of Internal Affairs that implement educational programs of higher, postgraduate and additional education, as well as initial vocational training for persons entering service in the internal affairs agencies for the first time;
4) department – an educational structural subdivision of a university that carries out educational, methodological and research work in one or several related disciplines, and educational work among students;
5) faculty – the main educational and scientific structural unit of a university, which carries out the training of personnel in one or several areas and (or) educational programs, as well as the management of educational, methodological and scientific research activities of departments and laboratories.
6) cycle – an educational structural subdivision of the Training Center of the Ministry of Internal Affairs, which carries out educational and methodological work in one or several related disciplines, and educational work among students;
7) the training center of the Ministry of Internal Affairs - an educational institution of the Ministry of Internal Affairs that implements educational programs for additional education, as well as initial professional training of persons entering service in the internal affairs bodies for the first time (hereinafter referred to as the Training Center).
4. The standard structure and staffing schedule of educational institutions shall be approved by the Ministry of Internal Affairs.
Chapter 2. Procedure for organizing the management of the activities of military and special educational institutions of the Ministry of Internal Affairs Section 1. Procedure for organizing the management of university activities
5. The management of the university shall be carried out in accordance with these Rules, as well as the charter of the university.
6. The direct management of the university shall be exercised by the head of the university, who is appointed and dismissed by order of the Minister of Internal Affairs of the Republic of Kazakhstan (hereinafter referred to as the Minister). Deputy heads of the university are appointed and dismissed by order of the Minister upon the recommendation of the head of the university (at military universities, deputy heads are appointed and dismissed by order of the Deputy Minister–Commander–in–Chief of the National Guard of the Republic of Kazakhstan).
7. Collegial governing bodies are established at universities. These collegial governing bodies include the academic council, the educational and methodological council, and bodies established by the university charter to effectively address the university's objectives and functions.
8. The composition and number of members, the activities of the collegial governing bodies of the university shall be determined by the universities.
9. The university shall consist of structural divisions: faculties, departments, divisions, as well as centers, laboratories, and departments, if any.
10. The structural divisions of the university shall carry out their activities based on these Rules, the charter of the university, the regulations on the relevant structural divisions of the university, and the annual work plan developed for the academic year.
11. The head of the university shall approve regulations on structural divisions, which define the main areas of their activities, and job descriptions of employees (workers).
12. The work of the faculty shall be managed by the head of the faculty, who is appointed and dismissed from office by order of the head of the university.
13. The work of the research institute shall be managed by the head of the institute, who is appointed and dismissed by order of the Deputy Minister of Internal Affairs in charge of the personnel service, upon the recommendation of the head of the university.
14. The department shall be organized if there are at least 7 full-time teachers in the department’s profile.
The department staff shall include the head of the department, deputy head, professors, associate professors, senior lecturers, teachers, and educational support staff.
15. Based on the content of the assigned academic disciplines in accordance with the standard and working curricula approved in accordance with the Law “On Education”, departments shall be classified into general education and special ones.
Departments that train and graduate specialists shall be called graduate departments.
Graduating departments shall be determined by the university independently in accordance with the specialization of personnel training.
16. The work of the department shall be aimed at the theoretical and practical training of specialists in accordance with the content of educational programs of higher, postgraduate and additional education.
17. The number of students studying at a university shall be determined by the state educational order.
18. The basis of the learning process shall be academic honesty, the implementation of which is ensured by the university.
19. Universities shall implement educational programs in full-time education, as well as distance learning.
In cases of the introduction of a state of emergency, restrictive measures, including quarantine, or the declaration of emergency and crises, educational institutions of the Ministry of Internal Affairs shall introduce distance learning for all students in the manner determined by the authorized body in the field of education.
20. The size of the academic group shall be determined in accordance with the state educational order for the training of specialists with higher and postgraduate education.
The university shall independently form academic streams.
21. To ensure and strengthen service discipline, motivate students to improve their level of knowledge, and fulfill the requirements of the curriculum, the head of the university shall apply incentive and disciplinary measures to students.
22. Expulsion of students shall be carried out by order of the head of the university.
Students may be expelled at their own request, for academic failure, for violating the principles of academic honesty, for violating work discipline, or for health reasons.
Students who have reached the age of conscription and have been expelled due to academic failure, violation of the principles of academic honesty, indiscipline, or at their own request, shall be sent to the military command authorities at their place of residence for military registration.
Section 2. Procedure for organizing the management of the activities of the Training Center of the Ministry of Internal Affairs
23. The management of the Training Center shall be carried out in accordance with these Rules, as well as the charter of the training center.
24. The direct management of the Training Center shall be carried out by the Head of the Training Center, who is appointed to the position and dismissed by order of the Deputy Minister.
25. Collegial governing bodies shall be established within the Training Center. These collegial governing bodies shall include a pedagogical council, a methodological council, and bodies established in accordance with the Training Center's charter to effectively address the objectives and fulfill the functions of the Training Center.
26. The composition and number of members, the activities of the collegial governing bodies of the Training Center shall be determined by the regulations developed by the Training Center.
27. The structural divisions of the Training Center shall carry out their activities based on these Rules, the charter of the Training Center, the regulations on the relevant structural divisions of the Training Center, and the annual work plan.
28. The Head of the Training Center shall approve the regulations on the structural divisions, which define the main areas of their activities, and approve the job descriptions of employees (workers).
29. The cycle shall carry out educational, methodological, and upbringing activities in accordance with the annual work plan. The cycle's staffing shall be determined based on the workload and average annual teaching load of the teaching staff, taking into account the specifics of the educational process.
The cycle staff shall include the head of the cycle, senior teachers, and teachers.
Advanced training and internships for employees (workers) of the cycle shall be carried out at least once every three years.
30. Persons undergoing initial professional training shall live in barracks (in a dormitory) and shall be provided with food.
31. To ensure and strengthen service discipline, motivate students to improve their level of knowledge, and fulfill the requirements of the curriculum, the Head of the Training Center shall apply incentive and disciplinary measures to students.
32. Expulsion of students shall be carried out by order of the head of the Training Center.

Chapter 3. Organization of educational activities of military and special educational institutions of the Ministry of Internal Affairs
33. In higher education institutions, the training of personnel with higher, postgraduate and additional education shall be carried out through educational programs that vary in content and duration of training.
34. The educational activities of higher education institutions shall be carried out based on their academic policy, which is a system of measures, rules and procedures for planning and managing educational activities and the effective organization of the educational process, aimed at implementing practice-oriented learning and improving the quality of education.
Academic policy shall be approved by the collegial body of the educational organization, which determines its development concept, and is observed in accordance with current legislation in the field of education, taking into account the priorities and objectives facing universities.
The structure and directions of academic policy shall be determined by the university independently.
35. Educational and methodological work in universities shall be carried out in all structural divisions that implement and coordinate the educational process, educational programs of higher, postgraduate and additional education.
36. The direct management of the educational and methodological work of the university shall be carried out by the deputy head in charge of educational work.
37. The educational and methodological work of the university shall include:
1) development of the academic calendar, educational programs, working curricula and programs (syllabuses), educational and methodological complexes of disciplines, as well as working programs and educational and methodological complexes of initial professional training;
2) educational and methodological support of academic disciplines with textbooks, teaching aids, problem sets, complex assignments, manuals for laboratory, test, and coursework assignments, methodological recommendations for studying disciplines, as well as materials for current, midterm and final knowledge assessment, and final certification of students in all forms of education;
3) development of professional practice programs, as well as methodological recommendations (guidelines) for writing diploma theses (projects), master's and doctoral dissertations (projects);
4) development and application of modern educational technologies and teaching methods that enhance the assimilation of educational material by students;
5) educational and methodological support for independent work of students aimed at developing their ability to search, analyze and formulate the results of activities;
6) development of programs for advanced training and retraining of teachers and specialists;
7) other activities aimed at implementing the educational and methodological activities of the university.
38. Planning of the content, method of organization and structure of educational and methodological activities shall be carried out by the university based on the credit technology of education.
39. Educational activities in educational institutions of the Ministry of Internal Affairs shall be carried out based on information resources.
The library collection shall be an integral part of information resources and include educational and scientific literature.
The university shall provide students with educational and teaching-methodological literature and (or) electronic resources in accordance with educational programs.
The university ensures the functioning of the education management information system (an information and educational environment that includes a website, an information and educational portal, and an automated system for supporting credit-based education technology).
40. The academic year for full-time university students shall begin on September 1st, in accordance with the working curriculum, shall be divided into academic periods (semesters, trimesters, quarters), and end on the dates established by the academic calendar. For first-year students, the start date for camp training camps begins earlier than September 1st.
41. Academic leaves for cadets, master's students and doctoral students shall be granted based on the conclusion of the district military medical commission for a period of 6 to 12 months due to illness, as well as in the event of the birth or adoption of a child before he or she reaches the age of three years.
Universities shall determine and ensure compliance with the procedure for granting academic leaves.
42. The duration of the academic period shall be established by the university independently in accordance with the State Compulsory Standard of Higher and Postgraduate Education (hereinafter referred to as the SCES), approved by the order of the Minister of Science and Higher Education of the Republic of Kazakhstan dated July 20, 2022 № 2 “On approval of state compulsory standards of higher and postgraduate education” (registered in the State Register of Normative Legal Acts under № 28916).
43. Examination sessions for distance learning students, their periods, and the number of sessions per academic year shall be determined by the university's academic council. The timeframes for initial professional training, advanced training, and retraining shall be established in accordance with a schedule approved by order of the Minister.
44. It shall be permissible to introduce a summer semester (except for the final year) to develop additional competencies in students, including conducting field training camps.
45. The organization of educational activities shall be carried out based on the academic calendar and the schedule of classes.
46. The structure of educational activities shall be formed based on curricula and educational programs, the volume of the academic workload, the duration of academic periods, types of academic classes, and the volume of educational material.
47. Educational programs shall be developed by universities in agreement with the relevant services and departments of the Ministry of Internal Affairs.
48. The academic calendar, working curricula for specialties and the average annual teaching load of the faculty shall be approved by the decision of the academic council of the university.
49. Planning of the teaching load of the faculty shall be carried out in academic hours.
In universities, the teaching load shall be calculated based on the norm that 1 academic hour is equal to at least 40 minutes.
50. In universities, one academic hour for all types of classes, all types of practical training and final assessment shall be no less than 40 minutes.
51. The following main types of educational work shall be established in higher education institutions: lectures, seminars, practical and laboratory classes, consultations, tests, independent work of the student, independent work of the student under the supervision of a teacher, calculation and graphic work, practical training, all types of training, camp training, professional practice, educational or scientific internship, course work (project), diploma work (project), research work, experimental research work, master's thesis, doctoral dissertation.
52. The ratio of the volume of credits (hours) between lectures and seminars, practical and laboratory classes shall be determined by the university independently.
53. Heads of departments, deputy heads of departments, professors, associate professors, senior lecturers, and lecturers (with practical experience and teaching experience in the field of at least 3 years) shall be allowed to give lectures, supervise diploma theses (projects), and conduct research work of students.
The procedure for admitting a teacher to give lectures shall be established by the academic council of the university.
Researchers, distinguished figures of culture, art, and sports, members of creative unions, or experienced specialists shall also be invited to give lectures and conduct other types of educational activities.
54. Academic work shall be divided into classroom (lectures, seminars, practical and laboratory classes, and independent work of the student under the guidance of the teacher) and extracurricular, which shall include all other types of academic work.
55. The university shall independently determine the forms, methods and means of teaching, creating the most favorable conditions for students to master educational programs of higher, postgraduate and additional education.
56. A mandatory condition for the activities of a university shall be the availability of appropriate classroom facilities, study rooms, specialized training grounds, shooting ranges, sports halls and other premises that support its activities.
57. Distraction of students from their studies (including independent work) shall be permitted only with the written permission of the head of the university or his/her deputy supervising academic work.
58. Educational programs of higher and postgraduate education shall be developed in accordance with the State Educational Standard.
59. The list and content of the disciplines of the compulsory component shall be determined by the standard curriculum; the list and content of the disciplines of the university component shall be determined by the working curricula for the academic disciplines.
60. It shall be permissible to study a discipline over several academic periods.
61. Training shall be carried out based on educational programs that are uniform for all forms of training.
62. The educational process at a university under educational programs with a shortened period of study through distance learning shall be permitted for individuals with technical and vocational, post-secondary or higher education.
63. Professional practice, research and experimental research work and final certification of students shall be carried out according to the academic calendar in accordance with the requirements of the State Educational Standard.
64. The content of the program developed by the university and the basis for professional practice shall be provided in accordance with the profile of the specialty (educational program).
65. The professional internship sites shall be the relevant units and departments of the Ministry of Internal Affairs. No contract shall be required to complete professional internships at the relevant unit (except at military academies).
66. A referral for professional internship shall be issued by order of the head of the university.
Distance learning students shall be exempt from professional internships if they are working in their field of study. In this case, they shall submit a certificate of employment (in any format) and a reference document outlining their professional activities.
67. Scientific supervision of pre-graduation practice shall be carried out by the scientific supervisor of the diploma thesis (project).
68. The supervisor and research topic of a master's or doctoral student shall be approved by order of the head of the university based on the decision of the academic council.
69. Within two months after the enrollment of a master's student, the topic of the master's dissertation (project) shall be approved by order of the head of the university based on the decision of the academic council and a supervisor shall be appointed.
Scientific supervision of doctoral students for the degree of Doctor of Philosophy (PhD) shall be carried out by consultants in the amount of at least 2 people.
Academic advisors shall ensure the completion of a doctoral dissertation and adherence to the principles of academic integrity, as well as the timely submission of the dissertation for defense.
70. As part of the research (experimental research) work, the individual work plan of a master's student and doctoral student provides for a scientific internship in scientific organizations and (or) organizations in the relevant industries or fields of activity.
71. The organization and conduct of the defense of doctoral dissertations shall be carried out in accordance with the Rules for awarding academic degrees, approved by the order of the Minister of Education and Science of the Republic of Kazakhstan dated March 31, 2011, № 127 (registered in the State Register of Normative Legal Acts under № 6951).
72. A master's or doctoral student who has not completed the curriculum shall be expelled by order of the head of the university and sent back to his/her previous place of service.
73. To keep track of completed credits, organize midterm and final assessments, and maintain records of students’ academic achievements, a unit for monitoring and control (evaluation) of the quality of education shall be created at the university.
74. For the purpose of conducting training sessions, organizing and conducting professional practices, internships, preparing coursework (projects), diploma theses (projects), master's theses and doctoral dissertations, universities organize branches of departments (cycles) of the university in the divisions of the Department of Internal Affairs corresponding to their profile.
Section 2. Organization of educational activities of the training centers of the Ministry of Internal Affairs
75. The enrollment of students in the Training Center for initial vocational training and the duration of training shall be carried out in accordance with the Order of the Minister of Internal Affairs dated March 13, 2020 № 211 "On approval of the Rules for selection for initial vocational training and the conditions for its completion for persons entering the internal affairs bodies, as well as the grounds for their expulsion from initial vocational training" (registered in the State Register of Normative Legal Acts under № 140252).
76. The training center shall organize the educational process, select the forms, methods and means of teaching, and create the necessary conditions for mastering educational programs.
77. The direct management of the educational and methodological work of the Training Center shall be carried out by the Deputy Head of Academic Work.
78. The educational and methodological work of the Training Center shall include the following:
1) development of the educational process schedule, working curricula and programs;
2) educational and methodological support of academic disciplines with teaching aids, problem sets, complex assignments, methodological recommendations for studying disciplines, as well as materials for current and final knowledge assessment;
3) educational and methodological support for independent work of students;
4) other activities aimed at educational and methodological support of the educational process.
79. The organization of educational activities shall be carried out based on a schedule of classes.
80. The structure of educational activities shall be formed based on standard curricula and syllabi, the volume of academic workload, types of classes, and the volume of educational material.
81. Standard curricula shall be developed by the personnel department of the Ministry of Internal Affairs jointly with the relevant services of the Ministry of Internal Affairs and approved by the Minister.
82. Working curricula and plans, the schedule of the educational process, and the average annual teaching load of the teaching staff shall be approved by the decision of the pedagogical council of the Training Center.
When developing curricula, Training Centers shall redistribute the number of hours allocated to mastering the educational material for each cycle of disciplines within 20% of the total number of hours of the standard curriculum.
83. Planning of the teaching staff’s workload shall be carried out in academic hours, which is not less than 40 minutes.
84. The following main types of educational work shall be established in the Training Center: lectures, seminars, practical and laboratory classes, independent work of students, preparation and passing of final tests, and all types of exercises.
85. Academic work shall be divided into classroom (lectures, seminars, practical and laboratory classes) and extracurricular, which includes all other types of academic work.
86. The training center shall be independent in choosing the forms, procedure and frequency of current and final monitoring of academic performance.
87. A mandatory condition for the activities of the Training Center shall be the availability of appropriate classroom facilities, classrooms, specialized training grounds, shooting ranges, sports halls and other premises that support its activities.
88. Upon completion of training in initial vocational training, advanced training and retraining courses, students shall be issued a certificate in the form in accordance with the Order of the Minister of Internal Affairs dated March 13, 2020 № 211 "On approval of the Rules for selection for initial vocational training and the conditions for its completion for persons entering the internal affairs bodies, as well as the grounds for their expulsion from initial vocational training" (registered in the State Register of Normative Legal Acts under № 140252).
Chapter 4. Organization of educational work in military and special educational institutions of the Ministry of Internal Affairs
89. The educational activities of educational institutions of the Ministry of Internal Affairs shall be an integral part of the educational process and include:
1) developing students’ skills to independently and competently make and implement decisions;
2) developing in students a sense of patriotism, citizenship, internationalism, high morality and ethics;
3) developing students’ motivation for a healthy lifestyle and active participation in social events;
4) developing anti-corruption behavior in students;
5) holding thematic events in the profile of the department (faculty (institute)), a series of events that contribute to the expansion of students’ horizons and the formation of a value-based attitude towards the chosen specialty;
6) conducting career guidance work among students of secondary schools, technical and vocational education organizations;
7) activities aimed at achieving the objectives of the educational process.
90. Educational activities shall be carried out based on mutual respect for the human dignity of students and the teaching staff and strict compliance with the requirements of the charter of the university (Training Center).
91. Educational work shall be included in the general workload of the teaching staff.
Chapter 5. Organization of scientific research, editorial and publishing and international activities of military and special educational institutions of the Ministry of Internal Affairs
92. The research activities of universities shall be aimed at ensuring the integration of science, education and practical activities of the divisions and departments of the Ministry of Internal Affairs, developing on this basis the scientific and educational process, and increasing the competitiveness of scientific research and innovation activities.
93. The organization and implementation of research work (fundamental, exploratory, applied research) (hereinafter referred to as SRW) shall be carried out in the structural divisions of the university.
94. SRW in universities shall be carried out by individuals from among the teaching and research staff, and by students.
95. To carry out the specified work, temporary author groups shall be created at universities.
96. Carrying out SRW for the faculty and research staff of higher education institutions shall be one of the main responsibilities and shall be carried out during working hours in accordance with an individual work plan.
97. The university’s SRW shall include:
1) conducting fundamental, exploratory, applied research and development work, experimental design work aimed at solving the problems of practical activities of the divisions and departments of the Ministry of Internal Affairs;
2) scientific, scientific-methodological, information-analytical support for the normative and practical activities of the divisions and departments of the Ministry of Internal Affairs;
3) research and development of theoretical and methodological foundations for the development of higher, postgraduate and additional education;
4) development and implementation of innovative teaching technologies in the educational process;
5) implementation of scientific research results into the educational process and practice;
6) the formation and development of our own scientific schools (if there is appropriate scientific potential), and the active involvement of scientific and pedagogical staff and students in scientific research work;
7) protection of intellectual property and copyrights of researchers and developers;
8) organization and management of students’ research work.
98. Coordination of research activities at the university shall be carried out by the deputy head for research work and the division for organizing research and editorial and publishing work.
99. Research work shall be included in the teaching load of the faculty.
100. Based on the results of the research work, interim and final reports shall be prepared, as stipulated by the schedule. Responsibility for the accuracy of the data contained in the reports rests with the heads and executors of the research work.
101. The main objectives of the editorial and publishing activities of the university shall be the following:
1) preparation and publication of educational, educational-methodical and scientific materials necessary to ensure the educational process of the university and the practical activities of the divisions and departments of the Ministry of Internal Affairs;
2) propaganda and distribution of the university’s publications in educational institutions and practical internal affairs bodies.
102. The University shall publish the following printed publications:
1) monographs, textbooks, teaching aids (teaching and methodological, teaching and visual aids), practical training, lecture courses on all disciplines (courses) of the curriculum;
2) methodological materials and educational and methodological documentation to support the educational process (working curricula, teaching aids, recommendations, developments, instructions for studying or teaching an academic discipline (course) or part thereof);
3) thematic collections of scientific papers of the faculty, research fellows (employees), and students;
4) materials of scientific, scientific-practical and methodological conferences, meetings, meetings, round tables and seminars, including those held jointly with other educational institutions and government agencies;
5) reference, information and other printed products.
103. Universities shall carry out international cooperation in the field of personnel training, scientific and pedagogical activities.
104. International cooperation shall be carried out in accordance with international treaties of the Republic of Kazakhstan, agreements concluded by the Ministry of Internal Affairs of the Republic of Kazakhstan with the relevant institutions of foreign states, and direct bilateral agreements concluded by the university in agreement with the Ministry of Internal Affairs of the Republic of Kazakhstan.
105. Specialized universities shall carry out international cooperation in the following forms:
1) sending students, representatives of the teaching and research staff outside the Republic of Kazakhstan under bilateral and multilateral exchange programs;
2) participation in scientific conferences, seminars and other events;
3) engaging teachers from educational institutions and employees of law enforcement agencies of foreign countries to give lectures, conduct seminars and practical classes, speak at conferences and participate in other events;
4) training of foreign citizens;
5) sending faculty and research staff, master's and doctoral students to foreign scientific and educational institutions for pedagogical and scientific internships;
6) conducting joint fundamental and applied scientific research, joint publication of scientific papers, educational and educational-methodological literature;
7) exchange of educational, scientific and methodological databases;
8) participation in various programs financed by international and foreign organizations, funds, as well as participation, together with foreign partners, in various programs financed by organizations and funds of the Republic of Kazakhstan.
106. The departure of students, faculty and research staff, and other employees of the university outside the Republic of Kazakhstan, as well as the reception of foreign delegations and citizens of foreign states, shall be carried out in agreement with the Ministry of Internal Affairs.
107. Universities, within the scope of their competence, in agreement with the Ministry of Internal Affairs, shall conclude agreements with foreign partners (legal entities and/or individuals) on cooperation in the field of personnel training and scientific research.
