In accordance with subparagraph 41) of paragraph 1 of Article 6 of the Law of the Republic of Kazakhstan “On State Regulation of the Development of the Agro-Industrial Complex and Rural Territories”, subparagraph 2) of paragraph 3 of Article 16 of the Law of the Republic of Kazakhstan “On State Statistics” and subparagraph 1) of Article 10 of the Law of the Republic of Kazakhstan “On State Services” I HEREBY ORDER:

To approve the attached Rules for subsidizing the development of livestock breeding, increasing the productivity and quality of livestock products.
2. To recognize as terminated Order of the Deputy Prime Minister of the Republic of Kazakhstan - Minister of Agriculture of the Republic of Kazakhstan dated June 15, 2018 № 256 “On approval of the Rules for subsidizing the development of livestock breeding, increasing productivity and quality of livestock products” (registered in the Register of State Registration of Regulatory Legal Acts under № 17306, published on September 3, 2018 in the Reference Control Bank of Regulatory Legal Acts of the Republic of Kazakhstan).
3. Department of Production and Processing Livestock products of the Ministry of Agriculture of the Republic of Kazakhstan in the manner prescribed by law shall:
1) ensure state registration of this order with the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days from the date of the state registration of this order, send it both in Kazakh and Russian languages to the Republican State Enterprise on the Right of Economic Management “Republican Legal Information Center” for official publication and inclusion in the Reference Control Bank of Regulatory Legal Acts of the Republic of Kazakhstan;
3) within ten calendar days after the state registration of this order, send its copy for official publication in periodicals;
4) place this order on the Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan after its official publication;
5) within ten working days after the state registration of this order, submit to the Department of Legal Services of the Ministry of Agriculture of the Republic of Kazakhstan the information on the implementation of measures provided for by subparagraphs 1), 2), 3) and 4) of this paragraph.
4. Control over the execution of this order is assigned to the Supervising Vice Minister of Agriculture of the Republic of Kazakhstan.
5. This order shall come into effect after the day of its first official publication.

The Rules for subsidizing the development of livestock breeding, increasing productivity and quality of livestock products

Chapter 1. General provisions
1. These Rules for subsidizing the development of livestock breeding, increasing productivity and quality of livestock products (hereinafter – the Rules) have been developed in accordance with subparagraph 41) of paragraph 1 of Article 6 of the Law of the Republic of Kazakhstan "On state regulation of the development of the agro-industrial complex and rural territories", subparagraph 1) of Article 10 of the Law of the Republic of Kazakhstan "On public services" (hereinafter – the Law) and determine the procedure for granting budget subsidies (hereinafter – the subsidies) at the expense and within the limits of funds provided in the local budget for the relevant financial year, as well as the procedure for providing public services "Subsidizing the development of livestock breeding, increasing productivity and quality of livestock products" (hereinafter – the public service).
1-1. The main objective of subsidies is the development of livestock breeding, increasing the productivity and quality of livestock products, including increasing the availability of breeding animals, products (materials) and services, as well as reducing the cost of production of livestock products.

The following basic concepts are used in these Rules:
1) abnormal weather conditions that have a negative impact on forage harvesting – weather conditions that deviate from normal or usual weather conditions for a given region and time of year (atmospheric or soil drought, dry winds, frosts, large hailfalls measuring 20 millimetres (hereinafter - mm) or more, or heavy rainfall with precipitation of 50 mm or more over a period of 12 hours or less (in mudflow-prone regions 30 mm or more over 12 hours or less));
1-1) a special commission – the commission created at the level of regions, cities of republican significance and the capital, which is formed from representatives of: the regional chamber of entrepreneurs of the National Chamber of Entrepreneurs of the Republic of Kazakhstan "Atameken" (hereinafter - NCE "Atameken"), public industry unions/associations/republican chambers and specialists of the structural division of the local executive body of regions, cities of republican significance and the capital (hereinafter - LEB (service provider)), and carrying out the determination of production capacity and verification of the relevant infrastructure availability, the issuance and withdrawal of conclusions from the manufacturer;
2) the database on the identification of farm animals is a part of veterinary accounting, providing for a single, multi–level system for registering data on the individual number of the animal, on its veterinary treatments, including the results of diagnostic studies, as well as data on the owner of the animal, carried out by state veterinary organizations established by local executive bodies, and used by the authorized body in the field of veterinary medicine;
3) feedlot – the production infrastructure of an agro-industrial complex entity intended for fattening animals, having an accounting number assigned in accordance with the Rules for assigning accounting numbers to production facilities engaged in animal husbandry, fattening (slaughter), storage, processing and sale of animals, products and raw materials of animal origin, as well as organizations for the production, storage and sale of veterinary drugs, feed and feed additives, approved by the Order of the Minister of Agriculture of the Republic of Kazakhstan dated January 23, 2015 № 7-1/37 (registered in the Register of state registration of regulatory legal acts № 10466);
4) information system of the unified state cadastre of real estate – an information system containing information on land and legal cadastres, whose maintaining procedure is determined by the Land Code of the Republic of Kazakhstan and the Law of the Republic of Kazakhstan "On state registration of the rights to immovable property";
5) targeted use – the use of animals purchased and declared for subsidies for reproduction purposes on the terms and within the time specified in these Rules;
6) is excluded by the order of the Minister of Agriculture of the Republic of Kazakhstan dated 04.06.2025 № 189 (shall be enforced upon expiry of ten calendar days after the date of its first official publication).7) the information base of breeding and breeding work is an automated system for collecting, accumulating and processing data on breeding animals and on animals involved in the breeding process, used to improve and increase the genetic potential of animals, as well as for accounting for breeding products (material), accompanied by an operator designated by the authorized body in the field of livestock breeding in accordance with subparagraph 34) of Article 1 of the Law of the Republic of Kazakhstan "On livestock breeding";
8) breeding stock - livestock that has reached sexual maturity (in cattle breeding: breeding animals - from 13 months, commercial animals - from 18 months, in sheep breeding - from 12 months, in horse breeding - from 36 months; in maral breeding (reindeer breeding) - from 24 months, in pig farming: breeding and commercial - from 8 months, replacement stock - from 4 months), used for herd reproduction;
9) recipients of subsidies (hereinafter referred to as a commodity producer) – an individual or legal entity engaged in the production of agricultural products; an individual or legal entity engaged in the reproduction of animals with high genetic potential, their conservation and breeding (livestock breeding); a breeding center, a distribution center for the sale of semen and embryos of breeding animals, an inseminator technician providing artificial insemination services for breeding stock of farm animals;
10) the electronic register of applications for subsidies (hereinafter – the register) – a set of information about applications for subsidies, and other information reflected in the SSIS;
11) the state subsidy information system (hereinafter referred to as SSIS) is an organizationally ordered set of information and communication technologies posted on the Internet, service personnel and technical documentation designed to provide services for the implementation of subsidy processes, providing the opportunity to interact with the e-government web portal, register an application for subsidies, as well as its automated processing in electronic form;
12) is excluded by the order of the Minister of Agriculture of the Republic of Kazakhstan dated 04.06.2025 № 189 (shall be enforced upon expiry of ten calendar days after the date of its first official publication).13) breeding season – the mating period of the breeding stock to receive offspring;
14) the e-government web portal is an information system that represents a single window of access to all consolidated government information, including the regulatory framework, and to public services, services for issuing technical specifications for connection to the networks of natural monopoly entities and services of quasi–public sector entities provided in electronic form;
15) an electronic digital signature (hereinafter referred to as an EDS) is a set of electronic digital symbols created by means of an electronic digital signature and confirming the authenticity of an electronic document, its belonging and the immutability of its content.

Subsidies are carried out according to the list and standards of subsidies in accordance with Annex 1 to these Rules.
Subsidies are paid on the basis of a submitted application that meets the criteria for producers applying for subsidies (hereinafter referred to as the criteria) specified in Annex 2 to these Rules at the time of submission.
4. The Ministry of Agriculture of the Republic of Kazakhstan (hereinafter referred to as the Ministry), within 3 (three) working days from the date of amendment of these Rules, updates information on the procedure for providing public services and sends information to the LEB (service providers), the operator of the information and communication infrastructure of the "electronic government" and to a Unified contact center.
5. In the case of failure of the SSIS, which contains the necessary information for the issuance of subsidies, the service provider immediately notifies the Ministry of the situation that has arisen, which proceeds to eliminate it.
At the same time, after carrying out work to eliminate the failure, the Ministry within 3 (three) working days draws up a protocol on the technical problem and places it in the SSIS.
Chapter 2. Procedure for formation and distribution of subsidies
6. The formation and distribution of subsidy amounts shall be carried out by local executive bodies (service providers) in accordance with the types and standards of subsidies established in Appendix 1 to these Rules, within the framework of allocated budget funds for the relevant financial year, taking into account:
information provided by local executive bodies of districts/cities on the need for subsidy amounts for the current year;
final data on the amounts of subsidies utilized in the previous year;
regional characteristics;
the predominant specialization of agricultural production in the region, including import-dependent areas, determined by the number and share of enterprises engaged in the production of agricultural products.
The amount of subsidies shall be determined by multiplying the number of units (heads, kilograms, doses, pieces) by the corresponding subsidy standard established in accordance with Appendix 1 to these Rules.
If there is a debt for unfulfilled obligations to producers of goods, which arose as a result of non-payment of subsidies for submitted and approved applications in the previous financial year(s), the corresponding amount of debt shall be subject to inclusion in the calculation when planning the amount of subsidies for the current financial year.
The total amount of subsidy requirements for all subsidy areas shall be determined by summing up the requirements for each type of subsidy.
The proposed amounts of subsidies with the attached decision of the maslikhat on approval of the regional budget for the relevant period no later than January 10 of the relevant year shall be signed with the digital signature of the head of the local executive body (service provider) and sent via the State Information System for approval to the Ministry.
If there is a basis for adjusting the total amount of funds, providing for the redistribution or increase in the volume of financing, the allocation of additional funds for types of subsidies, the local executive body (service provider) shall make the appropriate changes to the SSIS and send them through the SSIS for approval to the Ministry.
In the event of an insufficient number of applications for individual types of subsidies specified in Appendix 1 to these Rules, as well as in the presence of unused funds, during the financial year the local executive body (service provider) shall reallocate the specified funds to other types of subsidies specified in Appendix 1 to these Rules for which there is a shortage of funds.
The LEB (service provider) for monitoring subsidies annually, before February 1 of the year following the reporting year, shall submit to the Ministry the following:
summary information on the use of subsidies by types of subsidies established in Appendix 1 to these Rules, indicating the amounts of allocated and spent funds, as well as the reasons for non-spending if there are any balances;
analytical information on the effectiveness of using subsidies by types, with an assessment of the results achievement of key indicators of livestock development (increase in the number of livestock and poultry, increase in breeding stock, increase in the volume of agricultural production, growth in productivity, improvement in product quality), the impact of subsidies on reducing import dependence and developing export potential, the effectiveness of using budget funds by industries.

The Ministry shall, within two (2) working days, review the amounts of subsidies provided for compliance with Annex 1 to these Rules.
In case of compliance with the subsidy standards established in accordance with Annex 1 to these Rules, the Ministry, through the SSIS, coordinates the amounts of subsidies submitted by the LEB (service provider).
In case of non-compliance with the standards of subsidies established in accordance with Annex 1 to these Rules, the identification of incorrect calculations in the allocation of subsidies, the Ministry, through the SSIS, sends a reasoned conclusion to the LEB (service provider) indicating the reasons for refusal.
The deadline for finalizing the amount of subsidies by the LEB (service provider) is 3 (three) working days.
8. After agreeing on the amount of subsidies, the LEB (service provider) places them on its official Internet resource within 2 (two) working days.
9. When allocating additional funds or reducing the previously agreed budget, LEB (service provider) shall make appropriate changes and (or) additions to the amounts of subsidies in the manner prescribed by paragraphs 6 and 7 of these Rules, with the corresponding decision of the maslikhat and written justification signed by the deputy akim attached.

Subsidy standards, as well as criteria, application forms and application deadlines shall be approved by the resolution of the LEB (service provider) in accordance with subparagraph 1-4) of paragraph 1 of Article 27 of the Law of the Republic of Kazakhstan "On Local Public Administration and Self-Government in the Republic of Kazakhstan" in the following areas:
to reduce the cost of feed for livestock;
for the acquisition of breeding stallions of foreign selection by breeding centers;
to reimburse the costs of maintaining breeding stock of riding and riding -harness horse breeds bred in the territory of the Republic of Kazakhstan.
Subsidy standards for the area of “reducing the cost of feed for livestock”, as well as subsidy standards and criteria for “the purchase of breeding stallions of foreign selection by breeding centers”, “reimbursement of costs for maintaining breeding stock of riding and riding -harness horse breeds bred in the territory of the Republic of Kazakhstan” shall be established on the basis of recommendations of a specialized scientific organization on animal husbandry.

11. Subsidies are paid to:
individuals and legal entities engaged in the production of agricultural products;
individuals and legal entities engaged in the reproduction of animals with high genetic potential, their conservation and breeding (livestock breeding);
breeding centers, distribution centers for the sale of seeds and embryos of breeding animals, insemination technicians providing services for artificial insemination of breeding stock of farm animals.
12. To apply for subsidies, a commodity producer must register with the SSIS. A commodity producer registers independently, using an EDS.
13. For registration in the personal account, the commodity producer shall specify the following information:
1) for individuals (individual entrepreneurs): individual identification number (hereinafter – IIN), surname, first name and patronymic (if any);
2) for legal entities: business identification number, full name; surname, first name and patronymic (if any) and IIN of the first head;
3) contact information (postal address, phone, e-mail address);
4) details of the current account at the second-tier bank.
If the above data is changed, the commodity producer changes the data entered into the Personal account within 1 (one) working day.
14. Subsidies are paid subject to the following conditions:
1) submitting an application electronically through the interaction of the “electronic government” web portal with the State Information System:
for receiving subsidies for the acquisition of: breeding female stock of cattle (dairy, dairy-beef, beef, and beef-dairy types), breeding stud bulls (beef and beef-dairy types), breeding sheep, breeding stud rams, breeding stallions of productive direction, breeding stud camels, breeding stud boars, breeding sows, breeding female stock of goats, day-old breeding chicks of the parent/grandparent line of meat-type poultry, and day-old chicks of the final form of egg-type poultry, obtained from breeding poultry according to Form 1 in Appendix 3 to these Rules;
for receiving subsidies by breeding centers, distribution centers for the sale of semen and embryos of breeding animals, and insemination technicians for services related to artificial insemination of breeding female stock of cattle/sheep owned by agricultural producers and agricultural cooperatives, according to Form 2 in Appendix 3 to these Rules;
for receiving subsidies for the acquisition of single-sex and dual-sex semen of breeding bulls of dairy/dairy-beef and beef/beef-dairy types, according to Form 3 in Appendix 3 to these Rules;
for receiving subsidies to reduce the cost of acquiring cattle and sheep embryos, according to Form 4 in Appendix 3 to these Rules;
for receiving subsidies to reduce the cost of chicken meat production, according to Form 5 in Appendix 3 to these Rules;
for receiving subsidies to reduce the cost of milk production (cow, mare, camel), according to Form 6 in Appendix 3 to these Rules;
for receiving subsidies to reduce the cost of milk production by agricultural production cooperatives, according to Form 7 in Appendix 3 to these Rules;
for receiving subsidies to reduce the cost of beef sold by meat processing enterprises engaged in slaughter and primary beef processing, according to Form 8 in Appendix 3 to these Rules;
for receiving subsidies to reduce the cost of male cattle sold for fattening at feedlots or for slaughter at meat processing enterprises, according to Form 9 in Appendix 3 to these Rules;
for receiving subsidies to reduce the cost of male small ruminants sold for fattening at feedlots or for slaughter at meat processing enterprises, according to Form 10 in Appendix 3 to these Rules;
for receiving subsidies to reduce the cost of male small ruminants sold for fattening at feedlots or for slaughter at meat processing enterprises (seasonal supply), according to Form 11 in Appendix 3 to these Rules;
for receiving subsidies to reduce the cost of pigs sold or transferred for slaughter to meat processing enterprises or slaughter points, according to Form 12 in Appendix 3 to these Rules;
for receiving subsidies to conduct selection and breeding work with breeding female stock of domestic horse breeds of riding and riding-draft types, according to Form 13 in Appendix 3 to these Rules;
for receiving subsidies to reduce the cost of fine and semi-fine/coarse and semi-coarse wool sold for processing, according to Form 14 in Appendix 3 to these Rules;
for receiving subsidies to reduce the cost of honey production, according to Form 15 in Appendix 3 to these Rules;
for receiving subsidies to reduce the costs of raising breeding young stock of beef cattle and small ruminants, according to Form 16 in Appendix 3 to these Rules;
2) registration of the submitted application in the SSIS using EDS;
3) compliance of the application with the criteria set out in Annex 2 to these Rules.
The list of basic requirements for the provision of public service "Subsidizing for the development of livestock breeding, increasing productivity and quality of livestock products" is set out in Annex 4 to these Rules (hereinafter – the List).
The information interaction of the e-government web portal and SSIS is carried out in accordance with Article 43 of the Law of the Republic of Kazakhstan "On informatization".

Producers receiving subsidies must comply with obligations to ensure growth/maintain the volume of gross output (goods or services) of the agro-industrial complex at the level of the previous year, in monetary terms (thousands of tenge).
The volume of gross output (goods or services) of the agro-industrial complex shall be determined using the following formula:
Volume of gross output (goods or services) of the agro-industrial complex for the previous year, in thousand tenge = volume of produced output (goods or services) of the agro-industrial complex for the previous year in physical terms (tons/heads/pieces) × price of the agro-industrial complex product (good or service), in thousand tenge
In the event of failure to fulfill obligations due to force majeure (deterioration of natural and climatic conditions, phytosanitary or epizootic situations), the agricultural producer shall upload to the SSIS system a document confirming this fact (a weather certificate issued by the Republican State Enterprise under the right of economic management "Kazhydromet" of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan and/or a decision of the local executive body on the imposition of quarantine or restrictive measures and/or an expert report (test protocol) confirming the detection of an animal disease and/or an act confirming crop damage caused by pests, plant diseases, or weeds).
A counter-obligation is considered unfulfilled in the event of a negative deviation (column 8 of Form 1 in Appendix 4-1 to these Rules), which is calculated as the difference between the volume of gross output (goods or services) of the agro-industrial complex in the current year and the volume of gross output (goods or services) of the agro-industrial complex in the previous year. When counter-obligations are initially undertaken, the deviation shall be considered zero.
If obligations have not been fulfilled for two (2) consecutive previous years for the first time, and there are no documents confirming the occurrence of force majeure circumstances, the applicant will be barred from submitting a subsidy application for the current calendar year for a period of one (1) year. If obligations have not been fulfilled for two (2) consecutive previous years for the second time or more, and there are no documents confirming the occurrence of force majeure circumstances, the applicant will be barred from submitting a subsidy application for the current calendar year for a period of two (2) years.
Data on average republican prices for products (goods or services) of the agro-industrial complex according to the officially submitted information of the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan shall be posted in the SSIS by the developer of these Rules by January 20, 2025. The price for products of the agro-industrial complex shall be fixed on a permanent basis for 2024. In the absence of price data in the official statistical information, data from alternative sources or the average price of 5 (five) entities of the agro-industrial complex of the region, city of republican significance, the capital producing this type of product will be used.
Information on the volume of gross output (goods or services) of the agro-industrial complex shall be filled in by the manufacturer in the personal account using Form 1 in accordance with Appendix 4-1 to these Rules (hereinafter – the Form 1) before submitting an application for subsidies between January 20 and the end of the current year and shall be confirmed by an electronic digital signature. Information on counter obligations shall be reflected in the register of counter obligations using Form 2 in accordance with Appendix 4-1 to these Rules and shall be publicly available to users.
In this case, for producers who have undergone state registration in the current year, the volume of gross output for the previous year is indicated as “0”.
If the manufacturer makes errors (technical, arithmetic, when transferring data from primary documents) when completing Form 1, a one-time correction of the data on the volume of gross output (goods or services) of the agro-industrial complex is allowed before submitting the subsidy application.
The level of fulfillment of obligations by the manufacturer shall be recorded in the State Information System.

Excluded by order of the Minister of Agriculture of the Republic of Kazakhstan dated 25.06.2024 № 217 (shall come into effect on 01.07.2024).
16. Confirmation of the purchase of breeding products (material), and sale of livestock/products shall be carried out by electronic invoices through the electronic invoice information system (hereinafter referred to as the EI IS), integrated with the SSIS.
When a producer purchases livestock directly from a foreign producer who does not use the EI IS, the costs of the purchase shall be confirmed by a customs declaration for goods (from third countries that are not members of the Eurasian Economic Union) or a statement (statements) on the import of goods and payment of indirect taxes with a mark from the tax authority in accordance with paragraph 2 of Article 456 of the Code of the Republic of Kazakhstan "On Taxes and Other Mandatory Payments to the Budget" (Tax Code) (from the territory of the member states of the Eurasian Economic Union).

Every year, local executive bodies of districts and cities of republican significance and the capital create a special commission. The composition of the special commission is formed taking into account the exclusion of conflicts of interest in the activities of the special commission.
Poultry farms/feedlots/dairy farms/agricultural production cooperatives engaged in milk collection/meat processing enterprises with a slaughtering capacity of at least 50 heads of cattle or 300 sheep/meat processing enterprises engaged in slaughter and primary processing of beef/meat processing enterprises with a slaughtering capacity of at least 100 pigs per shift/slaughter points engaged in pig slaughter/wool processing enterprises shall obtain a conclusion from a special commission confirming the compliance of the production capacity and infrastructure of the enterprise applying for subsidies, in the form according to Appendix 5 to these Rules.
At least three (3) specialists, appointed by the special commission, shall be assigned to each producer.
The inspection shall be carried out in the presence of the producer or their authorized representative.

A special commission determines the production capacity of the enterprise, as well as verifies the availability of the appropriate infrastructure of enterprises in accordance with Annex 5 to these Rules, and issues an opinion in accordance with Annex 5 to these Rules. A scanned copy and information from the conclusion, as well as photos and/or video materials, are entered by the LEB (service provider) into the SSIS within 2 (two) working days from the date of submission of the signed conclusion by the special commission.
The determination of the production capacity of the enterprise and infrastructure is carried out within 5 (five) working days free of charge on the basis of a written notification from the commodity producer to the regional Chamber of Entrepreneurs of NCE "Atameken". The review period is extended for no more than 5 (five) working days, in agreement with the commodity producer.
Verification of compliance of the production capacity of the enterprise and the infrastructure of the commodity producer by the special commission is carried out on the basis of documentation (technical and/or title) with the mandatory attachment of supporting photos and video materials once every three years, or when the criteria established by these Rules change.
The special commission annually monitors the activities of commodity producer who have received a conclusion on the compliance of production capacity and infrastructure for each type of subsidy and, in case of violations, revokes the conclusion from the commodity producer.
Appeals against the decisions of the special commission are made in court.
Chapter 4. Procedure for accepting, reviewing applications and paying subsidies
19. Applications for the relevant types of subsidies are accepted regardless of the availability of budgetary funds at the place of registration of farm animals within the time limits provided for in the criteria in accordance with Annex 2 to these Rules.
20. The application shall be generated and registered by the manufacturer in the Personal Account in the following order:
1) forms an application by entering information into it, and also scans and attaches an electronic copy of the documents specified in Appendix 3 to these Rules;
2) registers the application in SSIS by signing it with EDS of:
manufacturer;
a trustee of the inheritance appointed by a notary (in the event of the death of the manufacturer).

After the application is signed with the producer’s digital signature (EDS), it becomes available in the Personal Account of the local executive body (service provider). Within two (2) working days from the date of receipt of the application, the local executive body (service provider) shall verify the completeness of the data and attached documents as specified in Appendix 3 to these Rules. If the application is found to be compliant, it shall be approved, signed with the digital signature of the responsible official of the local executive body (service provider), and entered into the register of approved applications (waiting list). The local executive body (service provider) shall also send a notification on the results of the application review for subsidy issuance in the form according to Appendix 6 to these Rules.
Applications shall be reviewed and subsidies shall be paid for approved applications in order of priority according to the date and time of application registration.
The period during which an application is in the register of approved applications (waiting list) is not included in the term for the provision of the public service.

If there are grounds for refusal to provide subsidies, the LEB (service provider) sends to the producer a reasoned refusal to provide public service in accordance with Annex 7 to these Rules.
23. The refusal to grant subsidies is carried out on the grounds specified in paragraph 9 of the List.
24. If funds are available for the relevant area, LEB (service provider), within 2 (two) business days after approval of the application, shall generate invoices for payment of subsidies in the State Subsidy Information System (SSIS), which shall be uploaded to the Treasury-Client information system, taking into account the monthly financing plan.
For applications in which the amount of subsidies exceeds the amount of budget funds provided for in the Financing Plan for the relevant month, the payment of subsidies shall be made in the following month, in order according to the date of receipt of applications.
In the event of a return of invoices for payment due to incorrect information in the details of the current account of a second-tier bank, the LEB (service provider), based on an additional application from the manufacturer to change the details of the second-tier bank account, shall make the appropriate changes to the details of the second-tier bank for the current application in the SSIS.
Footnote. Paragraph 24 - as amended by the order of the Minister of Agriculture of the Republic of Kazakhstan dated 25.06.2024 № 217 (shall come into effect on 01.07.2024).24-1. If funds are insufficient to fully satisfy the application, the LEB (service provider) shall send a proposal for partial payment of the due subsidies via the SSIS to the Personal Account of the manufacturer. The proposal shall be accepted/rejected by the manufacturer within 2 (two) business days. If the manufacturer agrees, the LEB shall make payment in accordance with the submitted proposal. The remainder of the due subsidies shall be paid upon redistribution of funds between types of subsidies and (or) allocation of budget funds in the current/next financial year(s).
If the manufacturer rejects the offer for partial payment or after 2 (two) working days, the offer shall be sent to the next manufacturer on the waiting list.
Chapter 4 has been supplemented with paragraph 24-1 in accordance with the order of the Minister of Agriculture of the Republic of Kazakhstan dated 25.06.2024 № 217 (shall come into effect on 01.07.2024).24-2. In the event of a lack of funds to satisfy applications in the current financial year, approved applications for subsidies are subject to payment upon the allocation of additional budget funds in the current financial year and (or) the redistribution of funds between types of subsidies. In the event of a lack of additional budget funds in the current financial year, for applications received on the waiting list, subsidies shall be paid in the following financial year(s).
Chapter 4 has been supplemented with paragraph 24-2 in accordance with the order of the Minister of Agriculture of the Republic of Kazakhstan dated 25.06.2024 № 217 (shall come into effect on 01.07.2024).25. District departments of agriculture (hereinafter – DDA) shall conduct quarterly monitoring of the preservation of subsidized livestock through the SSIS system. Monitoring shall be carried out in the section “Monitoring the fulfillment of obligations” for the period of safety of the livestock, established in Appendix 2 to these Rules.
Monitoring of the fulfillment of obligations, as well as measures to return funds in cities of republican significance and the capital, shall be carried out by the local executive bodies (service providers) of these administrative-territorial units.
Based on the results of the quarterly monitoring, the DDA shall submit information to the regional local executive body (service provider) no later than the 10th day of the month following the reporting quarter, including data on the amounts of subsidies subject to repayment.
In the event that the District Department of Agriculture (DDA) identifies a violation by the producer of the obligation to ensure the preservation of the declared livestock (excluding the norms of natural loss (mortality)) and its intended use within the framework of the submitted subsidy application, the DDA shall, within thirty working days from the date the violation is established, send a notification to the producer regarding the return of the received subsidy amount to the local budget. This notification shall specify the amount to be returned, the deadline for the return, the budget classification code of the Republic of Kazakhstan under which the return must be made, and the bank account details to which the funds must be transferred.
The notification on the return of the received subsidy amount shall be sent by letter to the producer’s registered address, as well as to their “Personal Account” in the SSIS system. The notification is considered delivered upon receipt of the letter or upon the reading of the notification in the electronic system.
If the violation of the producer’s obligations under the submitted subsidy application is confirmed, the amount to be returned shall be calculated based on the number of animals not preserved. The subsidy amount must be returned by the producer to the local budget within ninety (90) working days from the date of receipt of the notification.
In case of full or partial failure to transfer the amounts specified in the notification, the District Department of Agriculture (DDA) shall forward the materials to the regional local executive body (service provider) for further action to recover the funds through legal proceedings.
If the producer violates the obligations specified in the submitted application, they may only submit a new application after fulfilling their previous obligations (i.e., after returning the subsidies for the unpreserved livestock).

Chapter 5. Procedure for appealing decisions, actions (inaction) of the LEB
(service provider) and (or) their officials on the provision of public services
26. Complaint against a decision, action (inaction) of the LEB (service provider) on the provision of public services is submitted to the head of the LEB (service provider), to the authorized body for the assessment and control of the quality of public services.
In case of receipt of a complaint in accordance with paragraph 4 of Article 91 of the Administrative Procedural Code of the Republic of Kazakhstan (hereinafter - the APC of RK), the LEB (service provider) sends it to the body considering the complaint (a higher administrative body and (or) an official) no later than 3 (three) working days from the date of receipt. The complaint of the LEB (by the service provider) is not sent to the body considering the complaint (a higher administrative body and (or) an official), in case of adoption of a favorable act, commission of an administrative action that fully satisfies the requirements specified in the complaint.
27. The complaint of a commodity producer in accordance with paragraph 2 of Article 25 of the Law is subject to consideration by:
the LEB (service provider) – within 5 (five) working days from the date of its registration;
the authorized body for the assessment and control of the quality of public services – within 15 (fifteen) working days from the date of its registration.
The term for consideration of the complaint by the authorized body for the assessment and control of the quality of public services in accordance with paragraph 4 of Article 25 of the Law is extended for no more than 10 (ten) working days if it is necessary:
1) to conduct additional examination or verification of the complaint or on-site verification;
2) to get more information.
In case of extension of the period for consideration of the complaint, the official authorized to consider complaints, within 3 (three) working days from the date of extension of the period for consideration of the complaint, informs the commodity producer who filed the complaint in writing (when filing a complaint on paper) or electronically (when filing a complaint electronically) about the extension of the period for consideration of the complaint with an indication of the reasons for the extension.
Unless otherwise provided by law, an appeal to the court is allowed after a pre-trial appeal in accordance with paragraph 5 of Article 91 of the APC of RK.

The acquisition of breeding bulls shall be subsidized only if the producer has breeding stock (with the exception of breeding centers and feedlots that lease breeding bulls to commercial herds/farms).
The purchase of semen from a breeding bull of dairy and dairy-meat breeds shall be subsidized up to 50% of the purchase price, but not more than the established standard.
Subsidies in the direction of “Reducing the cost of feed for livestock” shall be provided only when an emergency situation is declared or abnormal weather conditions occur that have a negative impact on the procurement of feed in the region, confirmed by the hydrometeorological service (with the exception of breeding stock of livestock in the Atyrau, Mangistau, Kyzylorda regions, and the Ulytau region).
Subsidies in the direction of “Reducing the cost of feed for livestock” shall be provided by the allocation of additional budget funds from the local budget and/or by redistribution from other budget programs, and/or if the allocated budget funds are sufficient.
Note:
* when allocating additional budget funds from the local budget and/or when redistributing from other budget programs and/or when the allocated budget funds are sufficient, it is allowed to increase the current subsidy standard in the direction of “Reducing the cost of production and processing of camel milk” from 55 tenge to 190 tenge, depending on the amount of allocated budget funds, in agreement with the Ministry of Agriculture of the Republic of Kazakhstan in the SSIS.

When receiving a subsidy for the purchase of breeding stock of animals and poultry, it is necessary to ensure the safety (with the exception of the norms of natural loss (mortality) in accordance with the norms of natural loss (mortality) of farm animals approved by the order of the Minister of Agriculture of the Republic of Kazakhstan dated December 3, 2015 № 3-3/1061 (registered in the Register of state registration of regulatory legal acts № 12488) (hereinafter - the norm of natural loss (mortality)):
1) breeding stock in the IAA and IBSBW within 2 (two) years from the date of application;
2) manufacturers in the IAA and IBSBW for at least 18 (eighteen) months from the date of application;
3) parent flock of poultry in the IBSBW within 60 (sixty) weeks from the date of application.
The moment of livestock purchase is determined by the date of registration of the animal in the LIS in the name of the buyer, for poultry, semen and embryos - from the date of registration in the name of the buyer in the information base of selection and breeding work (IBSBW).
When receiving a subsidy for selection and breeding work with breeding stock of domestic breeds of riding and riding -harness horses, it is necessary to ensure the safety of the breeding stock (with the exception of the norms of natural loss (mortality), as well as culling of the horse stock - 15%) for one year from the date of application.
Revocation, cancellation, and adjustment of electronic invoices used to receive subsidies is not permitted.
In the event that the manufacturer does not receive subsidies using specific electronic invoices, at the request of the manufacturer, the local executive body (service provider) will unblock the electronic invoices within 5 (five) working days through the State Information System.
The authorized body develops the technical specifications for the SSIS operation algorithm and posts it in the SSIS.
The following are not eligible for subsidies:
1) the purchase of animals, breeding products (material), previously subsidized to reduce the cost upon acquisition, acquired by barter as mutual settlements, or used for purposes other than reproduction;
2) selection and breeding work with the breeding stock of horses subsidized in the current year for selection and breeding work for the current breeding season;
3) livestock products and male cattle/small ruminants purchased by producers from other individuals and legal entities for their subsequent resale and/or processing (with the exception of a meat processing plant with a capacity of 1,500 heads of cattle per day);
4) by-products of poultry farming - legs, heads, internal organs;
5) chicken meat sold outside the territory of the Republic of Kazakhstan;
6) milk sold to a milk processing plant that is not located in the Republic of Kazakhstan;
7) producers of goods who have discrepancies in data (animal identification number, sex, breed, date of birth) on the number of animals registered in the IBSBW and the IAA, in accordance with the criteria for producers of goods applying for subsidies specified in Appendix 2 to the Rules);
8) feed subsidized in the current year.
Application for receiving subsidies for the purchase of: pedigree breeding stock of cattle (dairy, dual-purpose dairy-beef, beef, and beef-dairy types), pedigree breeding bulls (beef and beef-dairy types), pedigree sheep, pedigree breeding rams, pedigree productive stallions, pedigree breeding camels, pedigree boars, pedigree sows, pedigree breeding stock of goats, day-old pedigree chicks of the parent/grandparent lines of meat-type poultry, and day-old chicks of the final egg-laying line obtained from pedigree poultry (select as applicable).
